SPR Advisors was established by Kelly Tymburski, a senior TMT legal and regulatory specialist lawyer who has dedicated a significant portion of her career to advising clients on frontier and emerging markets considerations typical of the jurisdictions comprising the Middle East and wider region. Kelly gained the majority of her experience working in global private practice law firms, including years spent as both partner and TMT department head. She is dual qualified in Ontario, Canada (Barrister & Solicitor) and England & Wales (Solicitor), with more than 15 years of experience advising on TMT regulatory and commercial legal matters in the Middle East.

Our Legal Service Areas

The scope of work that our consultants assist clients with is as diverse as our client base. Just some of the areas that we regularly advise on are:

Drafting and negotiating various commercial agreements across the entire TMT spectrum (for example, MSAs, licensing, procurement, distribution, subcontracting, resale, support/maintenance, confidentiality, etc.).

Conducting regulatory analysis of existing and new legal frameworks in relation to client operational and compliance requirements (for example, advising on compliance considerations under the many new data protection laws in the Middle East region).

Advising on the legal and regulatory considerations underpinning potential new market entry (for example, direct licensing opportunities versus strategic partnerships with existing locally licensed service providers).

Undertaking multi-jurisdictional legal and regulatory analysis and benchmarking.

Preparing bespoke standard suites of contractual documents to help streamline client operations and efficiency (especially helpful for start-up ventures or clients newly entering the Middle East markets).

‘Localising’ existing client agreements, policies and procedures for compliance with the relevant nuances of local law requirements.

Where We Work

Although we are headquartered in the United Arab Emirates (UAE), we provide advice to clients located in or seeking to do business in countries across the Middle East and wider region. We have advised clients on regulatory and commercial legal queries in relation to their operations or proposed activities in Saudi Arabia, Qatar, Egypt, Kuwait, Jordan, Egypt, Oman, Bahrain – as well as in various countries across Africa.

If a client needs assistance in a market we currently do not cover or a practice area we do not currently advise on, we are able to leverage our extensive network of like-minded professionals to find the best-placed resource to assist on a cost-effective basis.
